Authors describe regional development processes in the context of well known in the management literature social/entrepreneurial capital category. At the beginning they present the specificity of innovative development of regions which are implementing Regional Innovative Strategies (RIS). After that they are concluding social/entrepreneurial capital as the crucial mechanism for successful innovative development of contemporary regions. According to the authors this capital creates the positive potential around existing resources and capabilities of a given region.
They are portraying the above mechanism on the example of technological foresight which is now very popular in UE regions. Regional technological foresight is described as a process which creates technological regional competence and the process which is strongly affected by social/entrepreneurial capital. The above thesis is empirically illustrated in the paper on the basis of technological foresight process which is now occurring in Silesia Region (Southern Poland).
