Public policies are often designed with specific goals in mind… but what happens when their effects go beyond expectations?
This special issue aims to explore the unintended consequences of national, regional, or local policies — those ripple effects that reshape cities and regions in surprising ways.
We welcome contributions on:
Unanticipated social, economic or environmental impacts
Spatial spillovers and indirect effects
Methodological approaches to identifying hidden policy outcomes
Lessons learned from unexpected territorial consequences
Frameworks for adaptive and context-aware policy design
